Sort of, yes - in that like Bush he has "toughened up" and started speaking in less nuanced terms - but also no, not really - in that unlike Bush he is dealing with matters that the public are right, rather than wrong, to care about (ie, the economy cf. a hyperbolic notion of terrorism).
